12. Franz Sanchez - Licence To Kill

In Timothy Dalton's second outing as 007, he went head-to-head with Franz Sanchez - the leader of a Mexican criminal empire. He may not be as legendary as Goldfinger or Dr. No but Sanchez is certainly one of the most monstrous Bond villains.

In Licence to Kill, he has Bond's long-time friend, Felix Leiter, maimed by a shark and has his wife killed. Even though the trope of a villain slaughtering one of his own goons has been done to death, the way Sanchez implodes his associate, Krest, has to be the most horrific death in the entire franchise. Sanchez always emphasises that his actions are 'nothing personal, purely business,' which actually makes him sound more sinister.

Even though Robert Davi is perfect in the role, there's nothing much to the character. Sanchez is just an evil guy who enjoys doing evil things. By this point, viewers were tiring of archetypal villains in the series so it would've been nice to see Sanchez as more than just a generic baddie.
