Continuing the time-honoured cinematic tradition of having an expert at hand and completely ignoring every single thing they say in Fallen Kingdom was Ken Wheatley (Ted Levine). The man in charge of getting dinosaurs off Isla Sorna didn't care what Owen had to say about Blue, despite him literally being the authority on Velociraptors, specifically this one.

Just as Blue was beginning to trust Owen, one of Wheatley's soldiers shot the animal, without waiting for the signal as per Owen's instructions, and from then on, she was in defence mode. 

The next person she saw point a gun at her may or may not have been the first one that shot her, but she was taking no chances. Blue attacked and killed him as would be expected.

Trying to get Blue off the island was a bad idea to begin with, but they may have had a chance of success had they followed Owen's lead. Instead, the expert to end all experts was ignored, and a man was killed.
