17. Revenge - Zemo (Captain America: Civil War)

The third installment in the Captain America trilogy is an excellent movie, helped by Zemo, a great villain. Daniel Brühl portrays the broken hearted Sokovian, whose grudge against the Avengers came after the death of his family during the events of Age of Ultron. This is an example of how a great character has been let down by a poor plot.

The performance of the villain is captivating, and the motive is both strong and intelligent, but Zemo's actual plan is simply ridiculous. After stealing the book with Bucky's trigger words (that he knew exactly where to find), Zemo steals Barnes' face to frame him for blowing up the UN. He then breaks into the CIA himself to activate Barnes and get information on the night of Howard and Maria Stark's death.

Zemo then travels to Siberia to obtain footage of the murder of Tony's parents, and shows it to Cap and Tony who happen to have followed him. He may have known that Steve and Tony would have come to blows over the truth of the Starks' death, but he had no way of knowing that Iron Man would also follow him to Siberia. It is an incredibly intricate plan with far too many variables to ever be considered a good one, yet somehow, against all odds, it still managed to work.

Then there is the question of the secondary villain, and why Brock Rumlow was even in Lagos in the first place. He was there to steal a biological weapon, sure, but what actually was it? Who was his buyer? These are questions that we will likely never get real answers to.
