20. Jackson Storm - Cars 3
The Cars movies are often at the bottom of the pecking order when it comes to Pixar movies and its villains are no different, which leads us nicely to Jackson Storm.
This Armie Hammer voiced race car, is basically Lightning McQueen prior to getting lost in Radiator Springs, which is a nice parallel and all, but that's about all Storm has got going for him. He even has a similar name to Lightning, which just hints at lazy writing.
When it comes down to it, there's nothing special or nefarious about Storm. He's just an arrogant racer, who likes putting people down and has no respect for his elders and it's only right at the end when he rams Cruz Ramirez into the wall that he does anything truly villainous.
