11. Reman Viceroy

Ron Perlman is unrecognizable under the make-up for the Reman Viceroy in Star Trek: Nemesis. This seriously scary villain ranks high because, though he took a backseat to Tom Hardy's Shinzon, he clearly wielded much of the power behind the throne.

He was cold. Shinzon fired on all cylinders, targeting Picard and the Enterprise-E out of a sense of rage and displacement. The Viceroy seemed content to play the long game, with the final goal being the destruction of the Romulans and of Earth. Though he argued that Shinzon was wasting time in his pursuits, he again allowed the man his exploits.

He was critical in helping Shinzon to sexually assault Commander Deanna Troi, creating the telepathic link between them. This became a weakness once she turned the connection back on him, locating the Scimitar. He would then board the Enterprise-E and attempt to murder Commander Riker, fighting the man hand-to-hand in the bowels of the ship.

Though he probably should have won the fight easily, a combination of external phaser fire and an oddly located chasm result in Riker overpowering and killing the Reman.
