11. Cho Chang
At the time of the creation of Dumbledore's Army, Cho Chang was going through a rough time in her life. The Ravenclaw witch had been seeing Cedric Diggory when he died, and she was still in the process of grieving when she signed up.
She powered through her feelings, and believed in the work of the newly formed group, but in reality, she had little impact on Dumbledore's Army for good. She was skilled enough, but didn't particularly have a chance to use any of the skills she was taught by Harry.
What she did do however, was reveal the secret of the Room of Requirement to Dolores Umbridge, resulting in the Army being found out. This wasn't necessarily Cho's fault, as none of the students would have been able to withstand Snape's Veritaserum, however there is no getting away from the fact that the words came from Cho's mouth.
Maybe if she had been able to offer the team any redeeming acts, or fought in the Battle of the Department of Mysteries, she would have ranked higher on this list. However, this truly outweighs any contributions she was able to make to the team.
