And finally, this is really just a movie that never justifies why it exists beyond the usual financial incentive. When a fourth Jason Bourne movie was announced, there was a ton of healthy skepticism that it would simply undo the incredibly tight, tidy ending of Ultimatum, which felt like the natural conclusion to the series, and that basically turned out to be correct.

That's not to say the movie isn't entertaining to a point, but it never really graduates to feeling pointful or "earned" as a movie, which stings all the more when you consider that Greengrass and Damon said they'd only return for another movie if the script was right.
