It's fair to say that quite a lot of people were very disappointed about the fact that the Hulk didn't get a sequel in the third phase of the Marvel Cinematic Universe. Of the main current Avengers roster, there are no doubts that Iron Man, Captain America, Thor and Hulk are the stars. Iron Man has already had three solo movies, while Captain America and Thor have already had two movies - with another confirmed as being in Marvel's plans for each of them - but the Hulk is yet to even get a second movie since his first solo outing back in 2008. For such a major character, it's fair to say that makes him severely underused. While a Planet Hulk/World War Hulk storyline might come after Phase 3 finishes with the Infinity War, it will already be Phase 4 by then and all of the other major heroes will have already had three titular movies. Hulk fans are rightfully concerned about their guy getting overlooked.
