4. How Did Waller Reactivate Harley's Neck Bomb?

Once Enchantress has been defeated and the gang's all ready to run their separate ways, up turns Amanda Waller with her neck bomb controller to bring them in check. Except it doesn't make any sense; all but Slipknots are active, but El Diablo's is surely offline following his death, while Joker deactivated Harley's.

Does that mean these pellets are all but indestructible, because surely if it was destroyed (which you'd think extreme fire and an explosion powerful enough to blow up a mystical god would be able to) then it'd go offline.

Which brings us to Harley's: how did Waller get it back online after Joker deactivated it? By the movie's presented logic, Harley should be able to walk out of that room scot-free. That could have even been a nice final character beat; Waller threatens the rest of the Squad, but with Mr J gone she makes the decision to save the rest of her new friends. But nope, it's just not commented on.
