7. Two Face
If, as we're all being lead to believe, The Batman is going to be set in a post-villain Gotham where Batman cleaned up the mess and then retired, then there has to be a Harvey Dent.
He might not quite be as iconic as The Joker, but Dent is easily as important for Batman's balance, and more importantly, he represents a failure for Batman and a living ghost. Given the fact that we know he's haunted by good men not remaining that way (as per his speech in Batman v Superman), having Two Face appear to reinforce the message would be a logical, entirely fitting development.
Plus it would give Damon a chance to have fun in a role he was close to being cast in for The Dark Knight. Clearly Christopher Nolan saw something in him at that point, and his casting choices for the Dark Knight trilogy were almost universally on-point.
