7. Tomorrow Never Dies: The Awful Villains

One of the franchise's most underrated films, Tomorrow Never Dies doesn't have the franchise's best script but it is still a hell of a lot of fun. Pierce Brosnan is fantastic as Bond (as he always was), it's got one of the all-time best Bond Girls (Michelle Yeoh) and it, in general, makes for a very enjoyable thrill ride.

Still, in fairness to its detractors, there are definite issues. The biggest one by far is that both of the villains - Elliot Carver (Jonathan Pryce) and Richard Stamper (Gotz Otto), his henchman - are pretty terrible.

Elliot Carver is a poorly-written and dull Rupert Murdoch parody who is not only one of the worst Bond villains, but he has the stupidest evil plan in Bond history. He wants to start World War III to, wait for it... get broadcasting rights in China. Seriously?!

He's also a terrible waste of Jonathan Pryce, who was completely miscast here, while Richard Stamper is nothing more than a pale rip-off of From Russia with Love's Red Grant. Still, aside from that and the hit-or-miss story, this entry is much better than it's often given credit for and it deserves a revisit.
