In The Comics:

Dr. Bill Foster got his start as the size-changing superhero (with a strange outfit) known as Black Goliath. He then went on to become Hank Pym's successor as Giant-Man before finally adopting the simpler mantle of Goliath.

These days, Goliath is rather well known for being the first major casualty of Marvel's Civil War event. And his death at the hands of Ragnarok (a clone of Thor) marked one of the most pivotal moments in the story, as it caused many of those on Iron Man's side to sour on the pro-registration cause and lean towards the side that Goliath fought and died for - most notably Spider-Man.

In The Film:

Much like with Hank Pym, an older and slightly more jaded version of Bill Foster (played by screen veteran Laurence Fishburne) is portrayed in Ant-Man and the Wasp.

Bill clearly has a resentment for Hank, as it appears that his ego and temper led to their time as scientific colleagues coming to an end. Before the falling out, however, the two just so happened to be working on a project known as "Goliath", a precursor to the growing capabilities of the modern Ant-Man suit.
