6. Why Didn't General Ludendorff Mass-Manufacture Doctor Poison's Elixir?

The Question: If Doctor Poison is able to create an elixir which gives General Ludendorff a massive increase in strength and stamina, enough to have him inflict considerable damage on Wonder Woman, then why wouldn't he have it mass-manufactured in order to build an army of super-Germans?

The Likely Answer: Because it's a movie, though if you're looking for a more canonical excuse, the filmmakers would probably tell you that the compounds needed to create the elixir are in extremely scarce supply, and so are only used exclusively by Ludendorff. Or something to that effect, anyway.
