8. The Hintbook - Fallout 2
Although Fallout 2 has plenty of coveted artefacts, all of them pail to The Hintbook. Father Tully in New Reno offers this booklet to The Chosen One once certain requirements are fulfilled.
Using this The Hintbook yields 10,000 XP, and increases all skills to 300%. Better still, it can be used infinitely, offering 10,000 XP every time. Even if The Chosen One is underpowered, he'll be godlike in no time after picking up this relic.
If that sounds too good to be true, that's because it is. The Hintbook only becomes available after completing the main campaign. If it was available from the get-go, players could've won in one-third the time.
The Hintbook itself teases how pointless it is, with the in-game description stating, "Well, this would have been good to have at the beginning of the goddamn game".
Now, because The Hintbook would've made The Chosen One overpowered beyond belief, it's understandable why this item wasn't available sooner. But since there's little need for it after beating The Enclave, its inclusion feels like a troll move from the developers.
