2. Kefka Wins - Final Fantasy VI
Sometimes the bad guy wins. Sin defeats the army offensive on the beach. Sephiroth burns down Nibelheim. Edea throws a goddamned icicle through Squall's chest (cue fan theories). However, as close as the big bad often gets to achieving their goal, it's rare they actually achieve it.
Enter Kefka.
This makeup-happy court mage proves his dick-ishness time and again throughout Final Fantasy VI, inflicting tragedy on everyone to cross his path.
His madness, brought about from early magitek experiements, sees him poison the water supply of Castle Doma, killing everyone inside. He tortures and kills espers, absorbing their power and becoming more powerful each time.
Finally, after destroying the balance of power, he achieves full-blown-godhood status! The guy literally becomes a god, defeating the party and sending them scattering.
Sure the party get back together later and unite to take on the now nihilistic, steroid-enhance jester, but not before he has literally pulled the world apart.
When emerging from the final battle into a world broken to pieces and all magic drained from the once rich world, it's hard to call it a win for the good guys.
