Developer: EA Redwood Shores Concept: Open world RPG set in Middle Earth Originally planned to be released in 2007, The Lord of the Rings: The White Council looked to be the most intriguing game based on Tolkien's franchise yet. Developed by EA Redwood Shores, The Lord of the Rings: The White Council was to be a next-gen RPG, taking place in a large open world that could be journeyed through in any order. Clever AI was one of many ambitious features touted for the game, as well as the idea that you could choose to progress through the main quest, or just make your own adventures within the huge world. Players could step into the shoes of a Man, Elf, Dwarf or Hobbit, and the aim of the game was to become renowned enough to ally with the White Council. Due to management issues, it was announced in 2007 that the game was delayed indefinitely.
