In the heat of warfare, it's often easy to be misguided by what it is that's important. In a mission to apprehend a target known as 'Kingfish', Shepherd and his task force were attacked, and three years later he is still tracking down criminal Vladimir Makarov.

Shepherd's obsession to bring Makarov down quickly eclipsed his duties as Lieutenant General, as the hunt and capture of the international terrorist overcame his responsibility to serve the United States military. So when the eventual betrayal of Task Force 141 began, it was clear that his actions were fuelled by a selfish motivation to be hailed as a war hero. His desire to bring Makarov down himself was enough reason to embark onto a path of villainy, and killing Roach at point-blank range was surely the final nail in the coffin.

What would make his motivations all the more interesting would be his ultimate failure at achieving this feat. After a brutal encounter between the two, Soap MacTavish puts an end to Shepherd's actions by throwing a knife right into his eye.
