8. Frank Tenpenny
Voiced by none other than Samuel L. Jackson, Officer Tenpenny is a diabolically corrupt figure in the city of Los Santos. His C.R.A.S.H. (Community Resources Against Street Hoodlums) unit is merely a cover for his and his partner's police brutality and gangland-style warfare to rake in some side income.
Throughout the game, he proves to a meddlesome thorn in main character CJ's side. Frequently bullying and menacing CJ, Tenpenny is shown to have a tighter grip on the criminal underworld than most gang bosses in the franchise.
To make matters worse, the immensely hypocritical Tenpenny's claims of inciting gang warfare to wipe every gang out are ultimately proven false. The sinister cop's actually in league with the Ballas, a drug empire flooding Los Santos with crack cocaine.
Perhaps most frustrating of all for more trigger-happy players, Tenpenny's long-awaited death doesn't come via execution. Instead, the crazed, crooked officer perishes in a car crash during a chase, succumbing to his injuries before CJ can double check he's out the equation.
Between his insatiable appetite for sadism, city-destroying mayhem, and bizarre delusions of being a heroic figure, Frank Tenpenny made for one of GTA's most despicable antagonists.
