By making all lands tap for black mana, you not only stop other colours from being produced but you also prevent double lands from working properly. If you don’t happen to be playing a deck with black in it when this card is played against you, and you can’t counter it, then you can’t physically do anything. You better hope your colourless cards can pull you through because otherwise you’ve lost.

Even if you are playing black in a dual or tri-colour deck, say goodbye to everything that isn’t that specific colour because your opponent was clever enough to spend 3 mana on an enchantment in their mono black deck.
