Since the time limit at the Safari is counted in steps and you trigger Pokemon encounters by walking into tall grass, there seems to be no way to catch Pokemon without continuously exhausting the limit.

However, it is secretly possible to trigger Pokemon fights without taking a step by changing the direction your character is facing while inside the grass.

Switching direction doesn't count as taking a step, so using this method you can move into the right grass spot and then keep shimmying around until you get the Pokemon you want!
