1. Senator Armstrong - Metal Gear Rising: Revengance

Senator Armstrong has all the qualities of a true maniacal villain. He's a crooked politician, a warmonger, and a crazy lunatic who dreams of a world where murder is legal and only the strongest may survive. And yet, even though you surely wouldn't want to live in Armstrong's Purge-inspired "utopia," there's something about him that makes him utterly irresistible.

Ridiculousness is a pretty common trait amongst Metal Gear characters, but Senator Armstrong pushes his very own brand of crazy to the extreme. He's a man of fascinating contradictions. He dresses like a dapper politician, yet he is built like a truck on steroids. He can absolutely destroy a former special forces agent, yet his explanation for it is that he used to play "college ball." Plus, the man knows how to deliver a killer speech! Omelettes and eggs included!

If this still doesn't convince you of his greatness, Armstrong also seems to really care about his compatriots. When Raiden pretends to agree with him, his first instinct is to dust off the beaten-up Cybrog and welcome him with open arms.

Now, that's the attitude that wins elections! So what if he wants to kill half the world? Just look at that smile!
