4. Hanger-13's $50 Million Superhero Game
While Hanger-13 aren't as well known as some of the developers on this list, they have quite the pedigree of making good games.
They're the people behind Mafia 3 and the Mafia Definitive Edition, and they're led by Haden Blackman, who was the former creative director at LucasArts, responsible for all kinds of Star Wars games.
Recent rumours point to the fact that Hanger 13 was working on a sci-fi superhero game, but it has since been canned by parent company Take-Two.
That's a real shame; the planned project - codenamed Volt - has been described as 'Saints Row meets Cthulhu' and a planned emphasis on multiplayer gameplay implies it would be some kind of large-scale, open-world game where you could run amok with your friends as superheroes.
According to well-renowned game journalist Jason Schreier, the game cost over $50 million to make so far and the project has been far from smooth. The development of the game has been rebooted several times, there's problems with the game on a technical level and COVID 19 certainly hasn't helped development along either.
Ultimately Take Two has decided to pull the plug before it ever saw the light of day, but it could have been something special.
