The Darkside Chronicles' central story, Operation: Javier, is mostly praised as acting as a sort of prequel to RE4 by showing a working relationship between Leon and Krauser. Whilst exploring south America, players are accosted by a strange collection of BOWs. These include a few of Umbrella's least impactful monsters such as the Plague Crawler cockroach and the Hunter Gamma (and look, I love the doofy frog boys but they're not exactly as threatening as most).

There's a reason for this, of course and that is simply cash flow and connections. Druglord villain Javier Hildalgo had previously had dealings with Umbrella but, not trusting them, bought his bioweapons elsewhere on the black market. Hildalgo was a wealthy man but had his fingers in many pies. His scientific research team, Code: Remnants, were only given so much money to build their boss' B.O.W. army.

As such, they got cost effective monsters (like the ones above) and those that were largely untested such as the Jumping Manspider, the Jabberwock S3 and the Anubis - which, during the latter days of Umbrella, was being eyed up as a potential successor to the Hunter.
