While the original bar served as a cover for AVALANCHE's headquarters, you may have difficulty finding it under the wreckage - it was destroyed along with the rest of Midgar's slums near the end of the game.
You could instead try the new bar that was later built in the city of Edge. You might even meet Tifa herself!
