During the Leviathan battle, Ardyn appears and wounds Lunafreya, but before she passes on, she helps unlock Noctis' true powers in order to fight Leviathan. The two enter a dream world, where they appear as youngsters and Luna wishes Noctis farewell, before he awakens post-battle to find that Luna has indeed passed away.

It's simply surprising that Luna got her "Aeris moment" so early in the game, because honestly, the player wasn't hugely inspired to care by that point.

While the FMV sequence depicting her demise is undeniably gorgeous, the lack of character development (specifically Luna's minimal screen time before she dies) makes it hard to care that much. The shock value comes from Square Enix blowing a potentially devastating moment by delivering it before we could even begin to care.
