As previously noted, the range of on-disc characters changed dramatically when 2K took the reigns from THQ. WWE 2K15 and 2K16 are both prime examples of this, considering this list features primarily names from those two titles.
With 2K15 introducing the Showcase Mode with stories focused on two specific WWE eras - the PG era with John Cena vs. CM Punk, and the Ruthless Aggression era with Triple H vs. Shawn Michaels - and 2K16 featuring multiple eras with a 'Stone Cold' Steve Austin-focused Showcase, the roster saw several random names make the cut.
The respective games' DLC packs added to this further; case in point, the Path of the Warrior DLC Showcase in WWE 2K15 gave players access to General Adnan.

In his WWE games debut, Adnan featured due to the SummerSlam 1991 Showcase match pitting himself, Sgt Slaughter, and Colonel Mustafa against Hulk Hogan and the Ultimate Warrior. Why he was then kept in WWE 2K16 is anyone's guess, though perhaps it was so players could create that famous dream match of General Adnana vs. Mikey Whipwreck?
At least he didn't come alone...
