18. Resident Evil 3: Nemesis
The first of many Resident Evil titles to make this list, Nemesis is mostly memorable for the fact that - for the sum of the game - a giant, scabby mutant man would jump out at unexpected intervals to try and smash your head off of your body. If you've ever played Resident Evil 3, then chances are that simply thinking back to those times at which "Nemesis" would emerge is enough to give you goosebumps.
Quite frankly, Capcom ensured a consistently scary game experience by employing this method. Smart move, guys. So, yes, the crux of this game was hinged on the fact that your protagonist, Jill Valentine, would continually face off against a singular foe for the majority of the game, fending him off time and time again at set intervals.
Though these intervals were scripted, of course, they felt entirely "random," as if Nemesis himself had a mind of his own and was finding the best and most opportune moments to jump out and shatter your nerves. Also: Nemesis could run. He could run as fast as you could, in fact. And that was horrific.
