It might be a little bit of a cheat to put P.T. at number one, considering that its name literally signifies its purpose as a "Playable Teaser" for the cancelled Silent Hills, but it functions as such a great short experience in its own right that it more than deserves its place.
Dropping out of nowhere back in 2014, the atmospheric horror game blew everyone away before they even knew its connection to Konami's premiere horror franchise. The photo-realistic graphics and ability to generate such palpable dread and tension without resorting to an endless stream of jumpscares made it essential for any horror fan - and the game it promised to represent was even more tantalising.
Of course, it wasn't to be, and after Konami's public falling out with director Hideo Kojima, Silent Hills was cancelled. Adding salt to the wound, the publisher also pulled P.T. from the PS4 store, meaning that unless you have a console with the game already downloaded on it, there's no way to experience the pure horror of the game firsthand.
