8. Scarecrow Is Not The Only Villain

That said, with such a celebrated and vast rogues gallery at Rocksteady's disposal, it would be silly not to have Batman face up to a few more of his infamous enemies over the course of the game. We know Joker's out of the picture but there's still plenty of over villains who could rear their ugly heads, and in the E3 trailer we saw the Caped Crusader breaking up the latest criminal enterprise of eccentric waddling mob boss the Penguin. What's interesting is that not only does Penguin seem to be in cahoots with Scarecrow, promising his henchman that Batman's days are numbered once and for all, but he may also have something to do with the enigmatic Arkham Knight, of whom we know very little. Clearly Batman himself sees a link between this shadowy new figure and his usual enemies, but we don't get a straight answer before Scarecrow cuts in for his dramatic monologuing.
