7. Stronger Written Villains

It was greatly appreciated that Arkham City was uncompromising in cramming in as many villains as possible into the game, but that decision also resulted in some problems of its own; namely the fact that if you weren't The Clown Prince of Crime, your screen time was axed into oblivion. Two-Face is one of the most criminally underrated Batman villains, and a perfect testament to this fault. The opening of Arkham City is practically dominated by his disgustingly half-purple mug and band of thugs, but they completely disappear once Joker is introduced into the plot, save for a rather anti-climactic showdown in the epilogue as Catwoman. There's just so much more that can be done with a character this flawed and charismatic; it's a shame it was never truly brought out in Arkham City. The same can be said for various other villains too, such as Mr. Freeze, Cobblepot, and more. Hopefully with Joker's death these villains can finally enter the spotlight along with Scarecrow - whom is a confirmed major villain this time around - and the mysterious Arkham Knight.
