9. Black Mask

Roman Sionis, the crime boss known a "Black Mask", has been a mainstay in the Rogue's Gallery since 1985. In the first two games, Sionis is hinted at, but doesn't make a real impact until the third. At the core of the plot for Origins, Batman learns that Black Mask has hired eight super-powered assassins to kill him. Through the course of his investigation, Batman believes that Black Mask is the murdered person in his apartment, but instead it turns out he's very much alive and later on...(spoiler alert) actually The Joker in disguise. Despite Black Mask not always being, well, Black Mask, the character is still written well and goes on to make an even bigger impact as a primary antagonist in hand-held spinoff game "Arkham Origins: Blackgate" with Joker and Penguin.
