8. Poison Ivy

Pamela Isley has the ability to telepathically control all plant life, including breeding some gigantic, man-eating flora and using mind-controlling spores to turn men into compliant zombies who will stop at nothing to carry out her bidding. Properly motivated, Poison Ivy could likely wipe out most of her criminal counterparts (for whom she feels contempt anyway). Ivy's biggest contribution to the series is in the original. After being dosed with the Titan formula, the amped-up Ivy takes over all of Arkham island with her villainous vegetation. Her showdown with the World's Greatest Detective is an impressive boss fight, complete with killer plants and random inmates providing some brutal ground combat. For someone with her potential and ability, she could easily be used as a red herring big bad (a la Hugo Strange in "Arkham City"). From what we know of Arkham Knight, we won't see a bigger role for Ivy in the near future. Hopefully, one day, this man-hating ginger will get her due.
