The character creator inside Skyrim was the best yet, with the feature itself often never getting its due as to just how valuable it is to a quality role-playing experience. Chances are some of your favourite RPGs of yore have been those where you were allowed some element of customisation, even just entering your own name so the characters address you directly. Although we've had the ability to play as different races themselves for years, there's not a huge amount in the way of differentiation outside of things like Argonians being able to breathe underwater. Instead we'd like to see the character you choose impacting everything around you, from certain mission types only being available to certain races, ways to complete them and even the way NPCs in the world regard you depending on where you are. In Skyrim we saw an increase in the very idea of race-related perks, but they weren't integral to the playing of the game itself, and instead came across more as spells that would alter things temporarily - the implementation of which most of us just ended up forgetting about altogether. If Bethesda can conjure up some scenarios where we're actively thinking "Ah, so that's how an Argonian would get through here, but I'm going to do this" then they've nailed it.
