2. Vault 75
You know, forget the Institute or the Raiders or the Super Mutants, Vault Tech are the real bad guys of the Fallout universe. Although they did in fact manage to save enough of the population to continue the survival of the human race, they damn well made sure those "lucky" enough to make it were as messed up as possible.
Whether it's experimenting on junkies by forcing them through a rehab programme, only to let them loose later on all the drugs in the known universe or, you know, cryogenically freezing our main character and their entire family for 200 years, the creators of the Vaults in the fallout universe make Resident Evil's Umbrella look like a saintly corporation in comparison.
Naturally, Fallout 4's Vault 75 didn't escape Vault Tech's tinkering. Located under a middle-school, the vault was designed to protect the children and their parents in the event of a nuclear war. However, when the bombs eventually fell and the residents were seeking shelter, the adults were killed immediately, leaving only the children to grow up in the vault. From there on out the kids were subjected to a series of experiments and torture in order to supposedly enhance the gene pool for future generations, while also being indoctrinated to hate those who survived in the Wasteland above.
Eventually, just about everyone who graduated from the ordeal was "harvested" for their genetic components, killed off and tossed on a heap in the name of 'science'.
