4. Officer Frank Tenpenny
Voiced by none other than the man himself, Samuel L. Jackson, Officer Tenpenny is both one of the series' best antagonists, and also has his fair share of funny moments too.
He's deeply sarcastic to everyone around him; that includes your character CJ, his fellow policemen and basically everyone he ever comes in contact with.
One of his best lines in the entire game is this: "We can s**t on you from such a height, you'll think God himself has crapped on you." He's always messing with CJ too; he knows CJ is entirely in his back pocket, and routinely uses his position to manipulate him throughout.
It's a fantastic performance throughout by Samuel Jackson; he plays Tenpenny just right, giving him that menacing edge while still letting the humour in Grand Theft Auto's script shine through.
He's also deeply deluded through his superiority complex - as he dies, he says:
"Come on, a-holes. I'll take you all. You're mine! Mine! I run this town! Hey, over here! Hey! Officer down! Come on! HEY! Assholes! You never understood what I did! Fifty of me and this town would be OK. I took the trash out! I DID! And I'd do it all again..."
As you can imagine, Samuel L Jackson delivering lines like that is every bit as brilliant as it sounds.
