1. Multiple Metropolises

Each GTA game so far has been set in one city alone with some minor, trivial exceptions like that one mission in GTA V when Michael outside the San Andreas limits to retrieve Trevor. The GTA franchise is always looking to create bigger, better areas to explore so what would be better than having multiple cities? This would partially eliminate some of the aforementioned difficulties of deciding which city to set the action in, as Rockstar wouldn't have to commit to just one. The airport would actually serve a much bigger purpose in game with the option to hop on a flight to the other city (or even cities!) available to visit. If you had your own plane you could even fly out there yourself. Of course plane isn€™t the only way to get around in GTA and a boat would do the job just fine if both cities are along the coast. This is the only way the people over at Rockstar could top the sprawling map provided for us in GTA V. Perhaps this would make the wanted level more realistic because after all, when do the police stop looking for a mass murderer after a couple of minutes because they can€™t find him in real life? If you€™ve committed some extra=heinous crimes you could lie low in another city under their police, where you could pass undetected and unrecognised. Each city could also have its own quirks with the characters having differing attitudes, the landscape being more grasslands than city and even the shops showing more variety depending on where you were in game. This is the addition many fans of the series are demanding as GTA makes the leap to next-gen.
