9. Hong Kong, China
For decades, Hong Kong has been an interesting fusion of Western and Eastern cultures, owing to the fact that the United Kingdom oversaw the governance of the small territory between 1842 and 1997, when it was handed back to China. Since then, its unique status has been maintained by the fact that its economy remains a capitalist one, in contrast to the socialist model in effect across the rest of China (apart from the similar territory of Macau). As a major financial centre and tourism destination, Hong Kong packs a lot into 426 square miles, which are home to around 7 million people. Particularly notable is the income inequality amongst these individuals, as although 8.5% of households own at least $1 million, around a fifth of people live below the poverty line. This rich/poor dynamic, combined with the fact that Hong Kong is home to several of the worlds most prominent triads (most notably the Sun Yee On) creates an almost perfect setting for a GTA story, as players could mix with both high society and criminal enterprises simultaneously. The argument for Hong Kong is weakened by the fact that Sleeping Dogs, a comparatively recent 'GTA clone' (now a genre in its own right owing to the sheer number of games that have tried to mimic Rockstar's success), was released less than three years ago and was well-received by both critics and the public. Though a GTA game would undoubtedly be superior, content would potentially appear rehashed to some.
