10. Toronto, Canada
The state of Ontario has the lowest crime rate per capita in all of Canada, which is somewhat surprising given that it contains the nation's capital, Ottawa, and its largest city, Toronto. Regardless of this, Toronto would be the most logical choice if the GTA series was to take an excursion north of its traditional borders, owing to its status as a global city. With 49% of its population hailing from outside Canada, the city's diverse makeup would allow for the creation of a variety of interesting characters. The presence of criminal groups such as Eastern European bratvas, Jamaican posses, American bikers, Asian triads and the Musitano Mafia family, meanwhile, would make an organised crime orientated story reasonably easy to tell despite the city's relatively low murder rate. The inclusion of surrounding locales such as Niagara Falls could add a natural accompaniment to the urban sprawl, as Blaine County did for Los Santos in GTA V, whilst the multiple city approach seen in San Andreas could also be pursued through the addition of Montreal (facilitating comedic contrast between the French and English elements of the country) or Winnipeg (the nation's violent crime capital). Either way, Canada is ripe for addition to the GTA universe. The nation as a whole would probably be ripped to shreds in a comedic fashion by the series' writers, as it frequently is on American television, but its status as a country that is similar but not identical to the United States wouldn't necessitate a huge departure from the franchise's formula. Plus, base-jumping off of the top of the CN Tower would be awesome, no?
