2. Flip The Setting

Grand Theft Auto has a habit of flipping back and forth between two settings, Liberty City (New York) and Los Santos/San Andreas (Los Angeles/California) but Vice City remains one of its top titles. The reasons for revisiting the same locales is obvious as new technology enables Rockstar to build an iterative version of their perfect world, but perhaps the time has come to depart from the usual two and visit another city in the GTA Universe, perhaps even an entirely different country. Rockstar have the opportunity to go anywhere in the world and tell a story but a way to build on the Heist mechanic and mini-games present in GTA V might be for an American setting similar to Vice City but on a much grander scale. What world builder wouldn't want to take on the challenge of building a fully featured Las Venturas (Las Vegas), complete with criminal underworld and corrupt casino bosses. You heard it here first.
