13. Sea Of Thieves
Had Rare been fortunate enough to develop Sea of Thieves in a climate where Xbox One owners were bracing a tidal wave of exclusives, perhaps it would have had more time to populate its open world privateering adventure with more things to see and do, but sadly, it didn't have that luxury.
The result of its obviously hurried launch was a game that felt severely malnourished after the first few novelty-filled hours wore off and it's truly a crying shame because what Rare managed to finalise for launch was fantastic.
Piloting your own vessel with a crew of mates, plundering islands and sunken wrecks of their riches, fighting off competing crews: Rare proved it still had the chops to pull off a triple-A experience but couldn't quite manage to capitalize on Sea of Thieves' potential.
Free post-launch content has packed more meat on the game's bones, but it's still a long ways out from feeling like a finished product.
