3. Private Lobbies
When it comes to playing online, sometimes you just want to play with friends. In a game where anybody could decide they're in the mood to slaughter players who don't want to fight, private lobbies are a must.
Defensive mode just doesn't work. Players are still killable via the right means; namingly incendiary and explosive rounds. Although not everyone has access to these, there's still a large number of people who have played enough to unlock every ammo type. Not only this, but defensive players can still abuse the system by running into other players' fire or horses; enabling them the ability to shoot back and deal full damage.
Rather than trying to find a middle ground, Rockstar should just give players what they want. Private lobbies exist in most other online multiplayer games and in a game like Red Dead they'd add a lot.
Not only would they allow players to hang out with their friends without the worry of rival posses who are out for blood, but also bring back players who just got sick of dying if they didn't have their guns drawn on every other person they encounter.
