Free-for-all game types don't show every blip - instead they show the general area where violence is occurring - but it's something to pay attention to nonetheless. It's much more essential to pay attention to it in the game's team-based matches, where enemy players are always on the map. That goes for you too though, so if you think you've gotten the drop on an enemy, remember they can see you as well - if they remember to check their map, of course.
Having the ability to view where everyone is on the map at a given moment does seem a little peculiar, but it's always something to be aware of whilst you're running. Don't allow it to distract you of course, but if you're unsure as to where an enemy is - whether they're above or below you - consult the map, and it'll show you where they are.
