12. Leviticus Cornwall

Not every villain in the Red Dead universe is an outlaw, and in fact some of the worst antagonists in the game enacted their cruel ways with the full force of the law (or their wealth) behind them. In the case of Leviticus Cornwall, it was hard to see where his actions rested on the villain scale; but if you scratch the surface of his deeds just a little you'll start to see the depths of his malicious acts:

First mentioned in the build-up to RDR2's first train robbery, Cornwall is modelled as a man of high status and wealth, with many fat fingers in many corrupt pies. As a lingering secondary villain in RDR2, Cornwall's name casts over nearly the whole game like a dark cloud, despite only ever physically appearing in two cut-scenes.

Cornwall's empire and reach initially funds the Pinkerton manhunt for the Van Der Linde Gang; not out of any yearning for lawful justice, but because Dutch poked the wealthy bear and robbed his train. Cornwall's influence as a Robber Baron (and interpretation of real-life nineteenth century industrialists) sees him be the cause of the Wapiti Tribe's feud with the US Government and in turn, spurs the major mission events of Chapter 6.

Cornwall might not leave as much of a bitter taste in the mouth as Micah Bell or the Pinkerton Agents, but his greed and personal vendettas against those that wronged him make him just as petty and despicable of a person.
