There's a certain tragedy to a few characters in this list; through the powers of the prequel that is RDR2, players were able to revisit some of the characters from the first game before John Marston was forced to hunt them down.
While Bill Williamson was looked upon as a fool, and seen as dumb by many of his fellow Van Der Linde Gang members, there was something to be said about his loyalty to Ducth. RDR2 sees Bill as a misled ally to Dutch, but RDR sees him several years later as a wayward monster...
As the first former member of the VDL Gang that John goes after, and the first major character the players encounter; Bill Williamson really sets a malicious tone that the rest of the game follows. Not content to just squirrel away in abandoned forts with his posse, Bill and his gang actively cause mayhem and destruction across New Austin and in to Mexico.
A lot of retroactive thought went into the evolution of Bill Williamson; while in the Van Der Linde Gang and under Dutch's mentorship, he was a laughing stock and mule sent to do grunt work (albeit he was dependable when the Pinkertons assaulted Lakay). But let loose and away from Dutch's grasp, Williamson thrived and became the leader of his own gang. He was no longer mocked, he became feared.
While Dutch did hold back some gang members from being their best, perhaps he also surpressed some from being their worst?
