9. Solstheim
The small island of Solstheim in the north of Tamriel has in some ways always been the bridesmaid and never the bride. Its been the setting for two DLC expansions Bloodmoon during Morrowind and Dragonborn during Skyrim, but its never been the setting for a full game by itself. Maybe that needs to change.
One possible reason is that Solstheim is a little bit too small to make a good setting Skyrim and Cyrodiil are both far larger in size. However, that might just mean less samey dungeons and a larger variety of quests around a smaller number of areas or even an artificial expansion of the island by some nefarious magicks.
Also, Solstheim is now clearly associated with the Dragonborn, having witnessed the epic clash between two of the most powerful of them. So it isnt a huge stretch to think that other Dragonborn might have been drawn to the island, so there could be a great deal to discover about them during the course of the game if Bethesda wanted to expand on their role in the worlds history.
If Solstheim is an interesting enough setting for two DLCs, then surely it must be under consideration for a full game as well?
