1. A Working Version Of 2K20
WWE 2K20 was developed solely by Visual Concepts after long-time partner Yuke's exited the franchise after 5 years. And it shows, as VC clearly didn't know what they were getting into and released the title with numerous bugs that have been left without so much as a patch to fix the most glaring.
After the final DLC was released, 2K20 was left to die a death so as they could work on 2K Battlegrounds and eventually 2K22, skipping out an entry in the simulation series for a year in order to rebuild from the ground up.
If 2K21 ever saw the light of day, it would likely have ended up as the 2K20 we should have had, in that it would have been a working title, more polished and an update roster. Copy-and-paste titles aren't ideal as the Switch version of FIFA 20 proved, but after the disaster that was WWE 2K20's release, fans would have been happy with a title that worked as intended, as something of an apology by 2K and Visual Concepts.
After years of the same, WWE 2K22 looks like the biggest step forward for the franchise in years. But in terms of 2K21, a step backwards would have been warranted.
