2. Genghis Khan
Genghis Khan probably isn't a figure that immediately comes to mind when one thinks of a ruthless dictator. However, the first Mongol emperor very much fits the mold. After all, he seized absolute power through force, as opposed to having a royal birthright, or being elected in some capacity. Moreover, he is also responsible for the death of millions.
While conquering the majority of Eurasia, Khan's conquests often included the mass murder of a large portion (and sometimes all) of civilian populations. This was especially true in Western Xia and lands controlled by the Khwarazmian dynasty.
Given that the Mongol Emperor's rule began in the 1200s, the number of fatalities associated with his reign isn't as well documented as some of the other dictators listed. However, there are estimates that link Khan to the death of as many 40 million people, which caused a significant population decline in some of the regions he conquered.
Genghis Khan passed away in August of 1227, though the exact circumstances remain a mystery.
