According to No Safe Place, a report by the National Law Center on homelessness and poverty, 600,000 people are homeless in America on any given night, yet 18% of cities prohibit people from sleeping in public, 43% ban people from sleeping in cars and 34% ban public camping.

Needless to say, the homeless find themselves in violation of these laws on a regular basis, which makes for an interesting paradox: if a person can’t get a job, and therefore doesn’t have an address, how are they expected to pay a fine? Many can’t, so jail time is on the cards.
