Chlorine gas is by no means the most deadly chemical in the world, but it is so readily available that it has resulted in the deaths of many soldiers and civilians over the years.
When inhaled chlorine gas works by combining with the water in the lungs and forming hydrochloric acid. Anyone with a brief understanding of high school chemistry will know that this is definitely not something you want in contact with your lungs.
The thing is about chlorine, is that it's not just a chemical weapon. It has so many peaceful uses, in addition to turning the inside of people's lungs into stomach acid, that it is as difficult to regulate as it is easy to get hold of. It is used widely in industrial and domestic settings that a chlorine chemical weapons stockpile can easily be disguised by unscrupulous governments.
