6. Heatwave
One half of the elemental rogues, Mick Rory's journey from criminal to hero, bounty hunter and back to hero is as layered as it is filled with (sometimes) amusing hijinks.
Heatwave may appear to be gruff, intimidating and apathetic to everything around him, and while this is true, he has surprising depth, warmth and is even cultured to some degree.
The pyromaniac Legend developed his obsession with fire and criminal tendencies at an early age, and, as they grew in intensity, he teamed up with Leonard Snart/Captain Cold to conduct various heists - with one job going horribly wrong and leaving Rory badly burnt.
This series of heists led to Mick and Snart crossing paths with The Flash several times and later joining the Legends. Heatwave's brash, impulsive nature made him a liability to the Legends on many occasions, and it even led to his removal from the group.
Following a brief stint as the bounty hunter Chronos, Rory began his reformation process, and it was during this time that the newly minted hero's layers were revealed - making him a fan favourite in the Arrowverse and a mainstay of the Legends team.
